"satisfies the conditions of Sec. 12. There is no question

*whatever that his service in the Naval Yard cannot be count-

"-ed as a part of continuous service".

The point as to whether the six months pro-

-bation in the Naval Yard from the 5th. March, to the 11th.

September, 1896, while he was still in the Police Force of the

Colony was then taken and the following minutes were written:-

Secretary, 9th. January, 1903.

"The N.A. (Naval Authorities) presumably count the

"service from the 5th. March, 1896, from which day

"they paid him. I do not think that the 6 months

"probation at the Naval Yard should be counted as

"Colonial Service*.

*Inspector McEwen must fight his own battle with

"the Admiralty. I agree with A.A.C.S. that 6

"months on probation at Naval Yard cannot count as

"Colonial Service, and that Insp. McEwen's service

"under the Pension Minute is 6 years 9 months and "some days".

"I concur".

Mr. McEwen was informed accordingly, and a despatch to the Secre-

-tary of State was drafted, of which I enclose a copy, but in

view of Sir Henry Blake's remark in his minute of the 1st. January, 1903, "There is no question for submission to the Sec. of State"

this despatch was not sent.

It is clear, therefore, that the Colonial Government decided that Mr. McEwen's service for pension dated from his first appointment on the 29th. December, 1890, but that the Colonial Government were not responsible for any pension in respect
